Promotion of Lower Grade employees BPS-01 to BPS-04

Finance division letter No. F.NO.1(4)R-1 /2009 date 31st December, 2012, the grade of BPS-01 to BPS-04 (class iv) their scale  be upgraded after certain length of Service.  The Federal cabinet which approving budget for the financial year 2012-2013 on 1st June,2012  was also pleased to approved that  "since promotion chance are virtually not existing for the employees in the grade of BPS-01 to BPS-04 (class iv), therefore their scales be upgraded after certain length of service". The situation was consider by Federal cabinet with consultation with the Establishment Division  and issue some condition which are below and Up gradation effect from 1st January 2013. 

In what conditions:-

1. Employees in the grade of BPS-01 to BPS-04 (class iv) may be entitled to one step promotion to next pay scale twice throughout their service. 
2. An employee falling the the above category may be given one step promotion to the immediate next pay scale in which he is serving presently after rendering 10 years of satisfactory service from the date of his regular appointment. 
3. The second one step promotion to next pay scale may be granted to him after completion of another 10 years of service from the date of first promotion or after rendering satisfactory service of 20 years from the date of regular appointment.
4. In the grade of BPS-01 to BPS-04 (class iv) employees who are moved one step up with effect from 1st July 2012 will be eligible for second one step promotion to next scale on completion of 20 years satisfactory service from the date of their appointment.

Admissibility of pre mature increment 

Admissibility of Pre-mature increment to the Employees in the grade of BPS-01 to BPS-04 (class iv). On 1st July 2014 Finance Division approved to allow one (1) pre-mature increment to the employees in the grade of  BPS-01 to BPS-04 (class iv) and it has not effect the normal annual increment due on    1st  December 2014 .
